E-invoicing in UAE: New Rules, Obligations, and Company Preparation

The Ministry of Finance of the United Arab Emirates (UAE) is introducing new rules for electronic invoicing (e-invoicing). It is a digitalization of the invoicing process using structured e-invoices, which will be sent and received via accredited service providers (ASP – Accredited Service Provider).

The aim is to unify, speed up, and clarify invoicing, limit errors, and reduce the risk of penalties during VAT audits.

Who does this affect?
The implementation of e-invoicing is occurring gradually, according to company turnover:

  • 1st wave: companies with a turnover over 50 million AED

  • 2nd wave: companies with a turnover under 50 million AED

  • It affects all VAT registered companies in the UAE

Key Dates (for companies < 50 million AED)

  • Onboarding to ASP: by March 31st, 2027

  • Mandatory e-invoices: from July 1st, 2027

  • Pilot phase (voluntary): from July 1st, 2026
    We recommend using it to test systems and internal processes.

What will be mandatory?

To meet the FTA requirements, companies will need to:

  • Issue invoices and credit notes in structured format (e.g., XML/UBL), not just PDF

  • Send and receive invoices via an accredited ASP

  • Archive e-invoices for at least 5 years in accordance with legislation

  1. Select an ASP or software that supports UAE e-invoicing

  2. Test technical compatibility (export XML/UBL, VAT codes, API)

  3. Adjust internal processes: issuance → signing → sending → confirmation → archiving

  4. Set up automation (credit notes, recurring invoices, payment reminders)

  5. Train your team and create a schedule checklist
